Fl license plate

I have been trying to get this tag from my Dad for over 20 yrs.  He and my Mom came for dinner the other night and he finally gave it to me. Whomever made it must have been having a real bad day.

I can tell by the rust spots were it was bolted to the bumper ---what side is up ???

We put it where the numbers were correct. We got stopped several times to check for an "improper tag".
